Horses are covered by the Welfare of Animals at the Time of Killing (England) Regulations, which set out requirements pertinent to the protection of animals at slaughter. The vast majority of horses slaughtered in the last 12 months were slaughtered in plants with CCTV, but this is not a panacea. The Government is yet to be convinced that CCTV should be mandatory, but does keep the matter under review.
